RENTRI and the digital FIR: what changes for waste and for ESG reporting
Electronic register, xFIR mandatory from 16 September 2026 and waste indicators: the practical guide for companies.
RENTRI is Italy’s national electronic register for waste traceability, managed by the Ministry of the Environment and Energy Security with the support of the Chambers of Commerce. Since 16 September 2026, for registered companies, the waste identification form is digital (xFIR) and paper is no longer an option. For anyone reporting on sustainability this is good news: waste data becomes better organised and easier to verify.
What RENTRI is
RENTRI is progressively replacing paper waste loading and unloading registers and paper forms with digital documents sent to a national system. It has two goals: to make every waste movement traceable and to give the authorities reliable data for inspections.
Registration took place in phases, based on the type of operator and number of employees. The last phase, which includes producers of hazardous waste with up to 10 employees, closed on 13 February 2026. Those required to register include producers of hazardous waste, producers of non-hazardous waste from industrial and craft activities with more than 10 employees, carriers and waste management facilities. The exact scope for your business should be checked on the official RENTRI portal.
Digital FIR: the dates

Specific rules remain for some categories, for example non-hazardous construction and demolition waste, which is excluded from the general xFIR obligation. For special cases, the guidance on the RENTRI portal applies.
What changes in practice
- The form is born digital. It is issued electronically, digitally signed and sent to RENTRI. The carrier keeps a copy, which can also be on a device.
- Digital identities are required. To access the services and sign, you need SPID, CIE or CNS, and correct delegations for those acting on behalf of the company.
- The chronological register is digital. Loading and unloading entries follow standard templates and are sent to the system by the set deadlines.
- Software integrates. Environmental management software communicates with RENTRI through dedicated interfaces; alternatively, you can use the portal’s support services.
Why it matters for the sustainability report
Waste produced, hazardous and non-hazardous, and the share sent for recovery are among the environmental indicators required by the VSME and by almost every ESG questionnaire from banks and customers. Until now those numbers were reconstructed by leafing through paper forms, often incomplete or filed in different places.
With the digital FIR, every movement has structured data: EER code, quantity, physical state, destination and recovery (R) or disposal (D) operation. This is exactly the information needed to calculate circular economy indicators.

How to prepare
- Check your registration and that the delegations and digital identities of the people who sign are active.
- Align your suppliers: carriers and facilities must be ready to handle the xFIR, otherwise the flow stops.
- Centralise the archive of forms, digital ones and paper ones from previous years, in a single place.
- Link the data to reporting: extract quantities, EER codes and R and D operations to calculate the indicators only once.
